Looks like "The Simpsons" did have an "Island of Dr. Moreau" parody in season 14 using... Dr. Hibbert? Seems like an easily-missed pun there (even if they'd long since written out Dr. Monroe by that point).

Yes, it's the early 1930s, so certain "elements" don't sound surprising.

American consulate powerful? Is this like how the United Nations seems super-important/powerful in the Marvel and DC Universes vs. real life?

Yeah, the power of the UN and diplomatic entities is charmingly, though naively, optimistic from that era. If only they were as powerful in reality...

@24panels looking it up, he supposedly wasn't liked by the writers and Harry Shearer felt doing his voice was too straining. Thus mostly written out.

@24panels ah, the UN in fiction. SHIELD (depending on the writers) seems to answer to them? They granted (multiple reboots ago) honorary citizenship in all member nations to Superman in the 70s. And... one of the original "Animaniacs" series' better songs, "UN Me".
