If it is general theft, and the theft cant stop, maybe the way to stop the theft, is end the ownership by theives.

Define AI as a regulated public good, a publicly owned utility, myriad publically owned utilitiies, where because it is intrinsically stolen its illegal to privatize its profits, and mandate that its use to raise all boats.

Democracy is a good place to look, when you run into theft and tech change.
