@ProPublica Texas's lawmakers did not just miraculously "fail" —

They intentionally & corruptly refuse(d) to pass any efficient gun control laws to protect Texan kids & adults from being massacred as a result of the firearm tsunami furthered & approved by the majority of Texan "lawmakers".
They could certainly act, however, they don't want to. They. Don't. Want. To. Act!
