@incitatus i don't really agree with this statement, since most examples of fascism are when a rolling tide unease and lack of trust in government puts strong people in place who erode democratic institutions.

It’s a fairly common mistake to confuse outward displays of force and the posturing of bullies as “strength.” The rise to power is facilitated by the rolling tide of unease, as you say. But the instability that fosters that unease is itself part of the process. And the owners of that process are the very ruling class Douglas is referring to. The error these people make is to believe that they can control the forces they unleash. And that never ends well for them.

Much of this was predicted back in the late 1990’s, and it has been argued that one of the core objectives of Al-qaeda was to accelerate the process that was already in train, at which they have proven to be very successful. Bush, Blair, etc. literally bankrupted the concept of Western liberal democracy across the world.
