I'm actually curious to learn more about this. How would "search engine optimizations" for mastodon instances be bad? Appreciate if you could link more information.

The reason is all in masto’s ‘prime directive’ … to leave control in the hands of the user. With text unsearchable, my toots aren’t seen by anyone other than my community, in the moment, and *I* retain the ability to actively make my words more widely available and searchable.

I agree with that prime directive "to leave control in the hands of the user" 100%
I don't see how that can't go hand in hand with also being in control of being searchable and discoverable if the user wishes to.
For example I feel in control when I have the option to choose to be discoverable or not. If I don't get that option at all then I feel like I lose control because I wish for others to engage with me.
Hashtag searching is extremely limited and it unfortunately can't translate complex ideas which require multiple keywords or detailed concepts.
Here is one example of implementing explicit consent to being full-text searchable: https://github.com/mastodon/mastodon/pull/23808
