@kkormas A difficult problem, but critical to address. To me it seems like there are few ways to work within the system of incentives to nudge them towards better outcomes. Perhaps it could help to think about who is responsible for the quality of scientific knowledge and who has the skills to ensure that quality then work "backward" from there to design an enterprise that can compensate those people fairly.
