Is there a robust, open source mechanism for low-effort running a village-local network?

I’m thinking whole village wired ipv6 LAN, for communities with a narrow pipe to the web, with intelligent caching of common large payloads (eg. OS updates), all infra & system setup with code alone, remote manageable etc?

(if there isn’t, I could totally get involved with such a thing)
