Minneapolis has the capacity to honor its racial justice promises and the needs of East Phillips while taking care of its waterworks functions. Thanks to the hard work of Minneapolis Council members Jason Chavez and Andrew Johnson, there is some new hope that the neighborhood might be able to reach an enforceable settlement that will do those three things and secure some funding from the state.
