Here is a comparison of text messages I get on my German and my Dutch sim card when entering another EU country, in this case Belgium. The German provider always sends four messages whereas the Dutch sends only one and offers to turn this off.

Also, part of this is explainable by the wordyness of German vs Dutch, but the ratio of tautological "the rules are the rules" to actual information is too damn high in the German version.
