You'd think the security/police culture of handling non-violent 'nuisances' in such public spaces is to allow a person a lot more dignity
... rather than escalating the 'problem' unnecessarily.

Respectful treatment would have made Danny look 'bad'. Whereas the excessive manhandling that actually leads to injury of a person now makes Management and Police look bad instead.
