FERCAN is completely free, and available as a PDF. This 2nd volume covers #Germania Inferior, and is accompanied with an online database that documents every inscription (complete with illustrations and photos).

Note: FERCAN is in German. Also, unfortunately, some portions of the OCD text are garbled. I assume this could pose a problem for screen readers.
