This seems to be a recurring problem with ballot initiatives saying they do the opposite of what they do.

Collectors for what became Prop I in SF were caught many times doing the same. Saying it kept cars banned on JFK in Golden Gate Park, the exact opposite of what it does. (No on I, Yes on J to keep car-free space!)
