Am I missing something here, or wouldn't not having a cellular module make this unable to make phone calls or access data without WiFi? If so, this wouldn't even be a phone... 🤔

I can only assume that the this phone would be for development purposes only. postmarketOS is still in a highly developmental state AFAIK.
