Can a #windows admin explain this?

An Excel file I previously had open and closed now opens in readonly mode. The location I believe is on a Windows server. The admin's 'solution' was to rename the file, but this has happened with other excel files. Time seems to be the only real solution, as after a day it clears up. Sounds like a windows cache got stuck.
