I think if no-one has done it already, someone should write a phd on this public exclamation mark in a mostly Protestant, high work ethic city (maybe even country). I think it touches so much on the Norwegian soul. In both a good way and bad.
There is of course a layer of sarcasm by the great Norwegian artist Pøbel, but it is so thin, so thin.
To me this is the modern version of Munch's Scream.
Btw, there are two art projects here, the walrus Freya also by Pøbel, is barely visible at the farmer's right leg.
