I get what you mean about capes being good for just falling rain. Here it does tend to be a bit breezy too, although I can usually choose more sheltered routes.
@Steffi rain cape (bike-specific poncho) works well for falling rain, less well if it's blowing sideways or if you're just riding fast into it. My #umbrellaBike is a bakfiets with rain canopy on top, which gives good frontal coverage, combined with a rain cape and wool pants for most of the winter. A front rack with a large crate and backpack rain cover stretched over it gives similar protection for your knees/pantlegs to not get soaked. Breathability beats rain pants above ~freezing.

@HayiWena πŸ˜€ aw, shucks, that old thing? πŸ˜† I got the regen braking motor for a 2nd motor on the #umbrellaBike, but 2/3 passengers were a "very No" on riding in the front bucket/canopy, so I scrounged this #bikeFriday up off of craigslist and gave it that #GrinMAC so it wouldn't burn through rims + brake pads. My R&D budget is roughly the yearly cost of running a second car, and I got my first electric cargo bike for $4k in 2014, but I still have a day job and no welder, for now.

A woman outside the hardware store was asking about the #UmbrellaBike's canopy before she realized it was a cargo bike. I think somebody needs to make a pop-out canopy for a fixed front rack of a city bike / cycletruck. Given enough fenders, mudflap, and faring over a bit of cargo space, you mostly wouldn't need to drive a car when it's raining.
