They are trained to be cruel and antagonistic and cowards. If you paid a dentist to do work and they refused, or worse, just took out all your teeth then that would be punishable. If a firefighter refused to go into a house or turn on a hose and someone died that would be punishable.
The cops in this encounter are on paid vacation right now and very likely to remain in their positions afterward.
(I can also say some stuff about the hospital she went to dismissing her while she was in this state. WTF?!)
