There really are two systems when you can:

1. dress up like a cop and lie about being one
2. make your car look like a cop car
3. Carry a hit list with 70 names
4. Has a manifesto explaining the 70 name hit list
5. Kill 4 people at two different locations on the same day
6. May have attempted to hurt other people on the list the same night... per his written plan

And still be considered "not premeditated"

Reagan’s (Tricky Dick’s?) signature “War on Drugs” campaign was a racist program designed to incarcerate Black men and turn a profit for select benefactors. Segregation, disenfranchisement, post-13/14/15thA-slavery existed in many grotesque forms and this was but one of many methods.
It is still occurring to this day.
Notice how convicted felon Trump is still allowed to vote in Florida…
