Operazioni che non rientrano negli accordi, che necessitano tra l'altro di interazioni preventive e autorizzazioni. Per questo l'Italia "qualche sera fa" ha negato agli Stati Uniti la base di Sigonella. Lo riporta il Corriere della sera che rimanda alle similitudini con le frizioni tra Bettino Craxi e Ronald Reagan. Il Capo di Stato Maggiore della Difesa Luciano Portolano, secondo quanto riportato, era stato informato dallo Stato maggiore dell'Aeronautica di un piano di volo di alcuni asset aerei Usa che prevedeva l'atterraggio alla base di Sigonella, in Sicilia, usata per operazioni della Nato e sede tra l'altro della Naval Air Station Sigonella della Aviazione di marina statunitense. Gli aerei Usa sarebbero poi partiti verso il Medio Oriente. Nessuno, però, ha chiesto l'autorizzazione del piano di volo "né ha consultato i vertici militari italiani. Il piano era stato infatti comunicato mentre gli aerei erano già in volo", fa sapere il Corriere. Come verificato nopn si trattava di voli normali o logistici, quindi non compresi nel trattato Usa-Italia. A quel punto Portolano ha chiamato il ministro della Difesa Guido Crosetto che ha preso la decisione. Una scelta, quella di negare la base di Sigonella, su cui non ci sarebbero stati dubbi.
Portolano ha poi comunicato al Comando Usa che gli aerei che non rientrano nel "caveat" non possono atterrare a Sigonella perché non autorizzati e in assenza di una consultazione preventiva.

The Chief of Staff of the Defense, Luciano Portolano, according to reports, had been informed by the Air Force headquarters of a flight plan for some US aircraft that included landing at the Sigonella base in Sicily, used for NATO operations and home to the US Naval Air Station Sigonella of the Marine Aviation, the aircraft were then departed towards the Middle East. However, no one had requested authorization for the flight plan “nor had they consulted with Italian military leaders. The plan had been communicated while the aircraft were already in flight,” the Corriere reports. As verified, it was not a normal or logistic flights, therefore not included in the US-Italy treaty. At that point, Portolano called Defense Minister Guido Crosetto, who made the decision. That choice – to deny the Sigonella base – would have been without doubt. Portolano then communicated to the US Command that aircraft that do not fall within the “caveat” cannot land at Sigonella because they are unauthorized and in the absence of a preventive consultation.
