One thing you can pretty much guarantee at the moment - OpenAI is either courting military contracts or has been approached with an offer - those are the only two explanations for them removing the clause in their T&Cs against military use.
Neither explanation is good - given how bad ChatGPT is with regards to producing misinformation, hallucinations etc.
