Pro-Taliban X accounts and @TOLOnews report that the fiscal year 1405 budget has been approved, and its implementation guidelines have been distributed to the Taliban ministries. Under these provisions, fiscal year 1405 (2026–2027) began on 20 February 2026 and will run through 19 February 2027.

In a newly issued letter bearing the stamp of its military commission, the Hafiz Gul Bahadur faction of the Pakistani Taliban warned residents of Wana tehsil that, effective immediately, no logistical support is to be provided to Pakistani security forces or government institutions in South Waziristan district of Khyber Pakhtunkhwa.

The letter further states: “Following this announcement, anyone who provides any form of assistance to the Pakistani army in the area will forfeit the right to complain about the consequences.”

Today, the Taliban announced 19 appointments and reshuffles, including changes affecting a minister, a deputy minister, several provincial governors and police chiefs, as well as other lower-ranking officials.

2. Former Governor of Badghis Province, Mullah Mohammad Hanif Hamza, as Governor of Faryab.

3. Former Governor of Baghlan Province, Mawlawi Abdul Rahman Haqqani, as Governor of Khost.

4. Former Governor of Khost, Mawlawi Abdullah Mukhtar, as Governor of Baghlan Province.

5. Former Advisor to the Prime Minister’s Office for Economic Affairs, Mullah Mohammad Wali Jan, as Governor of Badghis.

6. Former Deputy Governor of Paktika, Makhdoom Abdul Salam Saadat, as Deputy Minister of Hajj for Coordination of Islamic Mysticism and Religious Affairs.

7. Former Police Chief of Maidan Wardak Province, Mawlawi Abdul Qayum Helal, as Police Chief of Baghlan Province.

8. Former Police Chief of Baghlan, Mullah Abdul Haq, as the Police Chief of Maidan Wardak.

These letters indicate that the National Statistics and Information Authority and the National Examination Authority have been renamed the General Statistics and Information Authority and the General Examination Authority, respectively.

This move appears to be part of the Taliban’s broader effort to gradually reshape Afghanistan into a distinctive Islamic system aligned with their ideological vision. As outlined in the book 'The Islamic Emirate and Its System,' authored by the IEA's Chief Justice Sheikh Abdul Hakim Haqqani, the Taliban reject the nation-state model and instead emphasize governance based on divine religious authority.
