I have looked at the page. In Canada they are, in my opinion, too strict when it comes down to flying small drones. I can understand the age limit of fourteen, however the fact that they didn't declare areas where you can fly light drones without licenses is interesting.
IMHO a light drone is <1000 gram
The ruling is similar to forcing kids from 12 years up to ride a bicycle only when they have a bicycle driver's license, for which they need to study and make an exam.
