If La Forge and Ro are out of phase with normal matter and therefore can't interact with most of it, then how are they able to breathe? How are they still under air pressure? How are they still able to hear each other? Being in that state should have the same effect on them as being exposed to hard vacuum.
And how can they see each other? If normal photons don't interact with them, then they should be invisible even to each other.

So basically, Picard has expertly maneuvered his way into a position where the Sheliak have only four options:
1. Wait 3 weeks. Picard wins.
2. Wait 6 months. Picard wins.
3. Void the treaty and lose the colony site entirely. Picard wins.
4. Void the treaty, attempt to use force, and be turned into plasma by the Enterprise's rather large phasers. Worf wins.
