If I have understood it correctly, it is rent. Not quite in the straightforward way that landlords are being charged too much rent to make the business profitable, though there is that. Instead, the ultimate owners are really property developers. They load up the pubs with debt to finance their purchase. When the pub can't pay the debt, they flip it for more rentable land use, ie property development. It is the financialisation of land that is once again at issue.
