You were asking about international efforts at digital autonomy - University of Groningen (Netherlands) is working on it.
This happened to come across my feed because I'm subscribed to #Groningen.

No, but: I don't know of any actual organized work being done to encourage sovereignty, neither social nor digital, but there are lots of individual people and organizations who want to keep their social networks and data from crossing the border. Although the small social justice groups that need it most are oblivious.
I've heard encouraging words from the federal government, but they continue to use US owned services and US located companies.
European Social Sovereignty
We're proud to have been involved in organizing and supporting the european.social effort to promote European social sovereignty. Digital independence is an important topic for policymakers worldwide; local control of social network platforms needs as much if not more attention. Working with our fellow signatories, we think the European Social Stack declaration provides a framework for giving Europeans control over their social networks while staying fully connected to the rest of the world. The "AI for All" strategy must include support for Canadians controlling their own social data. #AI #Canada #SocialSovereignty

Today, the Prime Minister, Mark Carney, launched AI for All, Canada’s new national AI strategy. Over the next five years, this strategy will introduce new legislation, investments, and programs that ensure AI is adopted responsibly, in a way that truly serves all Canadians – building trust, expanding opportunities, and reinforcing control of our sovereignty.
Very disappointing news from #Brussels today about the Tech Sovereignty Package
"It is pretty clear that #Tech #Sovereignty for #Europe does not actually mean social networking sovereignty in any meaningful sense, judging by how the #EC is allocating the money."

"Public institutions are funded by taxpayers' money: their communications serve public interests and should be open to all - without the need of creating social media accounts on proprietary, for-profit closed systems. This is especially salient for European governmental communications: isn’t it absurd that they would require social media accounts owned and run by U.S. based companies?"

Is AI just a "slot machine" for random content, or is it a digital prosthetic for the neurodivergent mind? My latest essay explores how I use AI as a shield to protect my dignity and survive in a world not built for me.

It began with a comment: a fellow disabled person calling my use of AI "disgusting" and "grift-tech," as if the digital tools that help me think are a betrayal rather than a lifeline. To them, prompting an AI is like pulling a slot lever—a mindless act of consumption. But
