No, but: I don't know of any actual organized work being done to encourage sovereignty, neither social nor digital, but there are lots of individual people and organizations who want to keep their social networks and data from crossing the border. Although the small social justice groups that need it most are oblivious.

I've heard encouraging words from the federal government, but they continue to use US owned services and US located companies.
