It seems most likely someone was taking #cannabis for medical reasons (maybe even with a prescription, but also supplementing low prescribed amounts with less legal sources), but their own neighbours disagreed with it, spent weeks or months gathering evidence and reported them to the Police (who then had to do *something*, but sensibly realised this clearly isn't major #crime )
