(Adnkronos) - “Viviamo un'epoca di grandissime accelerazioni, in cui trend globali, digitalizzazione e tensioni geopolitiche si innestano in uno scenario competitivo e normativo caratterizzato da continue transizioni”. Lo ha dichiarato Gianluca Bufo, ceo e direttore generale del Gruppo Iren, a margine della conferenza “Umanizzare il trilemma dell'energia” in Senato, organizzata da Oliver Wyman e Wec Italia. “In questo contesto – ha spiegato – programmare, pianificare e dibattere i giusti investimenti per il Paese è fondamentale per guidare queste trasformazioni”
Iren, ha sottolineato Bufo, è impegnata “su tutti i fronti della transizione energetica: dallo sviluppo delle rinnovabili alla flessibilità necessaria per accompagnare la decarbonizzazione delle infrastrutture”. Un percorso che deve riguardare non solo la produzione ma anche le reti e i sistemi di accumulo, in un quadro in cui “la domanda a valle è in continua evoluzione”. Un capitolo centrale è quello dei data center: “Stimiamo che anche in Italia possa verificarsi quanto già accaduto negli Stati Uniti, con un forte aumento della domanda di energia elettrica”.
Da qui la necessità di investimenti nelle reti e nella decarbonizzazione, insieme all'impiego delle tecnologie più avanzate come l'intelligenza artificiale, “che garantiscono ulteriore flessibilità e slancio”. Di fronte ai breakthrough tecnologici, ha osservato, “gli scenari possono divaricarsi tra fortissime spinte immediate e sviluppi più graduali nel tempo: vedremo quale sarà il percorso, ma il nostro ruolo lo faremo”.

Iren, Bufo emphasized, is committed “on all fronts of the energy transition: from the development of renewables to the flexibility necessary to accompany the decarbonization of infrastructure.” A path that must concern not only production but also networks and storage systems, in a framework where “demand downstream is constantly evolving.” A central chapter is that of data centers: “We estimate that in Italy too, as has already happened in the United States, there will be a strong increase in electricity demand.”
From here comes the need for investments in networks and decarbonization, together with the use of the most advanced technologies such as artificial intelligence, “which guarantee further flexibility and momentum.” Facing technological breakthroughs, he observed, “scenarios can diverge between very strong immediate pushes and more gradual developments over time: we will see which path it will be, but our role will be.”

Bufo ha ricordato che il Partenariato Pubblico-Privato è “uno strumento cross-settore che ha consentito al Paese di sviluppare economie e progettualità che spesso le amministrazioni, soprattutto territoriali, non hanno la capacità tecnica di strutturare autonomamente”. Non solo utility, ma anche strade, ferrovie ed efficienza energetica in ambito sanitario: “È sempre stato uno strumento industriale, applicato in ambito pubblico per portare competenze tecniche e tecnologiche”. Il numero uno di Iren ha citato anche il caso dell'idroelettrico in Piemonte: “Abbiamo fatto una mossa in anticipo sul rinnovo delle concessioni scadute nel 2010, affrontando tre anni di ricorsi. Dal 2010 continuiamo a garantire investimenti di manutenzione in una condizione ordinaria, ma non straordinaria”.
La proposta di Ppp, ha spiegato, prevedeva anche di lasciare “una quota rilevante, il 25% dell'energia, a prezzi calmierati per il territorio”. Secondo Bufo, altri Paesi come la Spagna hanno individuato soluzioni alternative, ad esempio riconoscendo maggiore premialità al proponente in gara. “Non so se sarà applicabile in Italia, con un codice degli appalti molto articolato, ma una soluzione sul Ppp va trovata, perché non è mai stato uno strumento per facilitare l'amministrazione, bensì per portare progettualità e competenze industriali al servizio del pubblico”, ha concluso.

Bufo recalled that the Public-Private Partnership is “a cross-sector tool that has allowed the country to develop economies and projects that administrations, especially territorial ones, often lack the technical ability to structure independently.” Not only utilities, but also roads, railways and energy efficiency in the healthcare sector: “It has always been an industrial tool, applied in the public sector to bring technical and technological expertise.” The head of Iren also cited the case of hydroelectric power in Piedmont: “We took a proactive step in renewing concessions that expired in 2010, addressing three years of appeals. Since 2010, we have continued to guarantee maintenance investments in an ordinary, but not extraordinary, condition.”

The PPP proposal, he explained, also included leaving “a significant share, 25% of the energy, at discounted prices for the territory.” According to Bufo, other countries such as Spain have identified alternative solutions, for example, by recognizing greater rewards for the proposer in the competition. “I don’t know if it will be applicable in Italy, with a very complex procurement code, but a solution on the PPP must be found, because it has never been a tool to facilitate administration, but rather to bring industrial projects and expertise to the service of the public,” he concluded.

Il Tempo: Pro Vita, sen. Malan: "Garantire a tutti libertà di espressione, come insegna Costituzione"

(Adnkronos) - “In questa conferenza stampa mostriamo alcuni manifesti che esprimono un'opinione - che ciascuno è libero di non condividere - in modo garbato e, a volte, anche quasi poetico. Eppure, ne è stata vietata l'affissione. La Costituzione tutela la libertà d'espressione e credo che debba essere garantita per tutti”. Lo afferma Lucio Malan, capogruppo al Senato di FdI, intervenuto a ‘...E Io parlo!', l'incontro con la stampa, organizzato da Pro Vita & Famiglia Onlus a Roma per denunciare il fenomeno della censura preventiva su messaggi a difesa della vita, della famiglia e della libertà di espressione.
In particolare, la Onlus chiede alle istituzioni la modifica dell'art. 23 comma 4-bis del Codice della Strada, per impedire alle amministrazioni di ‘censurare le affissioni ritenute non idonee': “è una norma che è stata introdotta in modo surrettizio: l'emendamento, infatti, non è stato illustrato e non ci sono state dichiarazioni di voto”. Ora, però “viene raccontato che era stato pensato come una grande operazione per la tutela della dignità della donna, volta ad evitare pubblicità semi pornografiche utilizzando il corpo femminile”, quando, in realtà, “non c'entra nulla. Basti vedere i manifesti che sono stati vietati, che esprimono garbatamente opinioni, con particolare rispetto per le donne”, conclude.

Pro Vita, Sen. Malan: “Guarantee everyone freedom of expression, as taught by the Constitution.”

Rome, March 2 (Adnkronos) - “At this press conference we are showing some posters that express an opinion – one that each person is free not to share – in a polite and, sometimes, almost poetic way. However, its display has been banned. The Constitution protects freedom of expression and I believe it must be guaranteed for everyone.” This was stated by Lucio Malan, leader of the FdI group in the Senate, who spoke at ‘...E Io parlo!', the meeting with the press, organized by Pro Vita & Famiglia Onlus in Rome to denounce the phenomenon of preventative censorship of messages in defense of life, family, and freedom of expression.

In particular, the Onlus is asking institutions to modify article 23 paragraph 4-bis of the Highway Code, to prevent administrations from “censoring displays deemed unsuitable”: “This is a norm that was introduced surreptitiously: the amendment was not explained and there were no voting statements.” Now, however, “it is being told that it was intended as a major operation to protect women’s dignity, aimed at avoiding semi-pornographic advertising using the female body,” when, in reality, “it has nothing to do with it. Just look at the posters that have been banned, which express opinions politely, with particular respect for women,” he concludes.
