The "simplest" way I found so far (on arch):
- Compile mpv with vapoursynth support (will enable automatically if vapoursynth is installed).
- Install this implementation: https://aur.archlinux.org/packages/vapoursynth-plugin-rife-ncnn-vulkan-git
- Save this vapoursynth script https://gist.github.com/ChristophHaag/a1185776cf62a5e8e077bf04ea9de34f
- run mpv -vf=vapoursynth=~/VapourSynth-RIFE-ncnn-Vulkan_script.py video_file
