I think the way it works is that there are patterns that can indicate all manner of plots, but it's just a "theory" if you can't jump down the rabbit hole and investigate it, which I gather is what happened to #Raffi when she lost her clearance.
So now she she's been stuck with this nawing feeling that someone in Star Fleet engineered a massacre for 14 years!

S1E3: Precredit sequence is a conversation between #Picard and #Raffi 14 years prior, where Star Fleet, rather than continue the Romulan evacuation after the Mars shipyard destruction, decided to accept Picard's resignation and then fire Raffi. Like damn!
Does anyone besides the Romulan refugees like Picard in this series?
