We had a team with size, and some nifty mits, we need to fill those gaps.

Because so much of the league is UFA this year and protections for under contract players are so limited, every team, not just the expansion teams are essentially rebuilding their rosters from scratch through this process. But the way the phases are structured, the expansion teams are handed a big advantage in that process.
