Leute zapfen Hydranten an und werden nicht sofort bestraft sondern nur gebeten, es das nächste Mal bei allgemeinem Wassermangel netterweise zu unterlassen?!

Ich würde nie im Traum auf die Idee kommen. Abgesehen, dass das ja vermutlich Diebstahl ist. Aber in kleinen Gemeinden ist das vielleicht anders.
