I was also curious why iOS says it's "requesting" an update before the download starts. Then I had a 💡 moment. They are queuing download requests to prevent overloading the system / maintaining minimum SLAs. Makes me wonder why this isn't pattern isn't more common. For example, pulling Docker images from an internal repository for an upgrade across a wide fleet.
