We have a simple rule: you wear it until someone else in the party does something especially irresponsible.
"I told you that door might be trapped! Here's a potion of healing. And it's your turn to wear the cloak!"
We've all been better behaved since we got the cloak. No one wants to get stuck with it, so we all try not to do anything too stupid...
