The person went on to talk about how an actual oil shortage (think 1970s energy crisis) would cause an economic recession.

I wish I could credit the person who explained this. When I initially heard it, I guess I absorbed it at the time without thinking about it. However, this morning it popped into my head again, and I can see how important the distinction between the two is.

This last week, I heard great explanation of difference between deficit & shortage in context of oil supply.

A deficit is when oil inputs (domestic production + imports) is less than consumption.

However, that doesn't immediately result in a shortage, as demand is met by drawing down tanks at transit facilities and refineries.

A shortage is when those tanks run dry, and this person forecast that would begin happening in major Western economies in early June.
