Yes, this is a peanut shell — I am not certain whether a nut or two remain inside — resting in the flower panicle of an oakleaf hydrangea (H. quercifolia). My neighbours to the north provide these peanuts in a bird feeder. Presumably a bird took the peanut shell and, for some reason, dropped it while in flight and it ended up in this flower panicle.
Unusual events seem to happen all the time in a garden.
