@newstik yes that also works. The point is to give people at least one item to bid on where they get an excuse to use the money they had mentally been prepared to use- without everyone having to get something for it.

(Draws can run into local rules about games of chance - usually there is an exception for charities but especially if the auction is for a cause not an official charity you have to be careful about not essentially running a lottery or gambling game even accidentally #notalawyer)

s.33 is used when <i>passing</i> legislation, not when invoking a power described within legislation, as was the case here.

If s.33 were used to pass the Emergencies Act, it would have to be reviewed and re-passed every 5 years, even if it hasn't been used.

The Emergencies Act is a normal piece of legislation that empowers the Executive Branch to declare an emergency that temporarily suspends sections of the Charter of Rights and Freedoms, with certain conditions, exceptions, and post-hoc analysis.
