1) #hashtags help you discover interesting communities, and help you get discovered by people
2) Don't start following people unless you at the very least have a profile image (doesn't have to be a picture of you) and a short bio (even just one sentence!), so they're more likely to follow you
3) If you want people to interact with you, try starting a fun poll. They usually get a decent bit of traction. Use lots of hashtags so your poll gets discovered.
