The developer of neural.love also states that all the generated art is licensed under Creative Commons CC0.
However, it is not clear who exactly distributes images under CC0 license: the developer does not claim the title of copyright holder, but they don't call a user a copyright holder either.
So it is barely possible to understand who is the licensor here. 
The feature of the neural.love user agreement is the reference to a separate document - CreativeML Open RAIL M License:
