🚨 “Network Fees” = Fair Share by the back door The proposed Network Fees Act is being framed as a technical adjustment to rebalance the digital ecosystem. It isn’t. It is the return of “Fair Share”—an idea borrowed from the telephone era, where networks charged termination fees simply for accepting traffic. That model was rejected by the internet for good reason. 🔹 Over 99% of internet interconnection is settlement-free 🔹 Connectivity itself is the product ISPs already sell to consumers 🔹 Introducing access fees means double charging for the same connectivity The consequences are predictable: • Higher costs for online services • New barriers for startups and SMEs • Reinforced dominance of large incumbents • Slower innovation in Europe This proposal does not “rebalance” the market. It distorts it — quietly, structurally, and permanently. 📣 MEPs should look past the branding. This is Fair Share reintroduced through legislation, not evidence-based digital policy. 🔥The Digital Networks Act is here. Is Net Neutrality safe, or is the "Fair Share" debate back? It is official: The EC’s Digital Networks Act (DNA) proposal has landed. But the fine print suggests the network fee battle is far from over. Here is the breakdown: THE COMMISSION'S PITCH  They claim the DNA protects Net Neutrality. The proposal introduces a "voluntary ecosystem cooperation mechanism" (Articles 191–193) intended to improve IP interconnection and traffic efficiency. THE WORRYING REALITY  Is this a backdoor for network fees? 1. The "voluntary" trap: While Section 8.4 starts as a voluntary initiative, handing this to co-legislators gives big telecom operators a golden opportunity to lobby for a flip to mandatory cooperation. 2. The never-ending cycle: Article 193 leaves the door open for future reviews. This keeps the "fair share" lobbying machine running, dragging out the debate indefinitely. 3. The core contradiction: The DNA proposal rests on the premise of a well-functioning market, yet introduces a resolution tool to address undefined "market issues." This creates a structured "soft-law" forum that avoids explicit network fees for now, but risks becoming a battleground to relitigate sending-party-pays models under a new name.
