The “single government ID” is not really so single in EU either,
All other documents like passport or driving license are optional. National id is something you receive at birth but most importantly that’s the only document a government can require from you when you approach them for an official matter.
Specifically, they can’t expect you to present say driver license and if people use it for e.g. picking up parcel or buying booze, it’s just an identity proxy based on a document that certifies an unrelated entitlement (to drive cars). In the UK all id documents are proxies.
none of our official government IDs prove our residence address
I don’t know about other countries, but in the Polish id you can add your registered address - or not, at your discretion. If you do, it’s the only document anyone may require you to prove your address. If not, naturally you resort to other means.
although forging a utility bill doesn’t sound all that difficult
Well, you’ve just conducted a very reasonable vulnerability assessment of the existing British model :) That’s exactly how that works and yes, it’s based on the fiction that these bills are even authentic.
instead of just letting citizens declare their place of residence
In short, because they need an address where they can deliver legally binding debt notices, court order or speeding tickets in a way that you won’t later claim “I’ve never got them”.
you can’t even rent a home without a bank account, and you can’t get a bank account without an address,
You have just described the reality of the first year of every person moving into UK, including myself 😄
