I have a question about the Michael Mann movie Ambulance, & no idea where to even post it.

About 30 mins. in, Eiza González & her partner are talking while walking down the sidewalk toward the camera. Abruptly, to their immediate right, an enormous, frantic-looking bearded man comes SPRINTING toward us, blowing PAST the couple & TOWARD the heist and gunfire that commence shortly thereafter.

WHO IS THAT PERSON (AND ALSO WHY)?

If you have seen #GHOSTWATCH please weigh in on whether or not it would still hold up?
I've never seen it & am debating buying it, but I wonder if it is *actually* scary or if people have their affection/experience tinged with nostalgia, sort of like how many of my American friends feel about the IT miniseries. (Which I love, btw, I'm just trying to find a comparison.)
