Trent’anni dopo l’Accordo sul Mekong del 1995, il trattato e la Commissione del Mekong non sono riusciti a fermare i danni cumulativi al fiume, causati dalla costruzione di dighe, dalla perdita di sedimenti, dall’estrazione di sabbia e dai flussi d’acqua alterati. L’espansione dell’energia idroelettrica e grandi progetti come le dighe sul Mekong in Laos e il Canale Funan Techo in Cambogia stanno accelerando il declino ecologico, danneggiando le attività di pesca e i sistemi fluviali del Tonle Sap e del Mekong, nonostante i processi di consultazione pensati per prevenire tali impatti. Come scrive l’autore, “Questa non è cooperazione. È una corsa senza fine che sta distruggendo il Mekong”.
Un Trattato Sottoscritto nel 1995
L’Accordo del 1995 sul Mekong avrebbe dovuto costituire un pilastro di cooperazione tra Cambogia, Laos, Thailandia e Vietnam, promettendo un uso equo delle risorse, l’assenza di danni significativi e una gestione congiunta del fiume. La Commissione del Mekong (MRC) è stata nominata custode per la condivisione dei dati, la consulenza sui progetti e per proteggere la salute del bacino. Con l’avvicinarsi della scadenza di 30 anni della MRC nel novembre 2025, i funzionari hanno presentato una visione di “prosperità condivisa”, evidenziando avvisi di allerta inondazioni, studi ambientali e anche aperture da parte della Cina per la condivisione dei dati.

The Failures of the Mekong Accord
Thirty years after the 1995 Mekong Agreement, the treaty and the Mekong Commission have failed to halt the cumulative damage to the river, caused by dam construction, sediment loss, sand extraction, and altered water flows. The expansion of hydroelectric power and large projects such as dams on the Mekong in Laos and the Funan Techo Canal in Cambodia are accelerating ecological decline, damaging fishing activities and the Tonle Sap and Mekong river systems, despite consultation processes designed to prevent such impacts. As the author writes, “This is not cooperation. It is a never-ending race that is destroying the Mekong.”

A Treaty Signed in 1995
The 1995 Mekong Agreement was supposed to constitute a cornerstone of cooperation between Cambodia, Laos, Thailand, and Vietnam, promising equitable use of resources, the absence of significant damage, and joint management of the river. The Mekong Commission (MRC) was appointed custodian for data sharing, advising on projects, and protecting the health of the basin. With the approaching 30th anniversary of the MRC in November 2025, officials have presented a vision of “shared prosperity,” highlighting flood warnings, environmental studies, and even openings by China for data sharing.

The Ponhea Yat stupa at Wat Phnom

Ponhea Yat was the last ruler of the Khmer empire and the first king ruling the kingdom of Kampuchea/Cambodia from Phnom Penh.

The old Khmer capital in Angkor Thom was abanded in 1431 CE. The smaller kingdom needed an easier defendable city, closer to trade routes and waterways. This new Cambodian Kingdom was a Buddhist kingdom and the Hindu god king status disappeared with the Empire.

City of many names
After Ponhea Yat had completed the new royal palace, he gave the new capital the short name Krong Chaktomuk Serei Mongkol, ‘City of the Brahma’s Faces’. It refers to the four rivers that meets and flows in the capital area.

The full name of the kings capital was “Krong Chaktomuk Mongkol Sakal Kampuchea Thipadei Serei Theakreak Bavar Intabat Borei Roat Reach Seima Moha Nokor”. That is translated loosely to “The place of four rivers that gives the happiness and success of Khmer Kingdom, the highest leader as well as impregnable city of the God Indra of the great kingdom”

Several stupas
The main large and lesser smaller stupas contains the remains of the king and members of his royal family. His remains are kept prominently in this stupa behind the main pagoda in Wat Phnom. This is the central, artificial sacred hill on the southwest riverside of Tonlé Sap being the namesake and origin of the capital city.
