What it basically means is if your company, corporation, holding company, etc, has a slither, a thousand of a decimal in virtual capital value (I.e fractional reserve banking loans, venture capital loans) or isn't based 100% on liquidity, then all it's associated debit and credit accounts should be fully publicly available.
