_The Evening Post_, 10 August 1923:
MAINTENANCE OF ROADS
SURFACE REQUIRED IN MAKARA
In report to the
#Makara County Council to-day, the county clerk (Mr. W. L. Beech) stated that the average maintenance cost of all roads in the county was £42 per mile [ca. $3,200 per km today].…
“The matter of hand-to-mouth supplies obtained from other sources … is causing the maintenance charges to increase year by year, and the main road especially to become a burdensome charge on the ratepayers. One very noticeable feature … is the fact that pot-holes are to be found on level stretches…
“The council has had submitted to it a general scheme for consideration as regards bituminous surfaced roads.… a report before the Engineers’ Conference … stated that roads hav[ing] a grade of 1 in 23, or steeper had proved unsuitable for horse traffic, and as horse traffic still predominates to the extent of 75 per cent., it is obvious that very few miles of the main road of the county … are suitable for bituminous treatment. Instead … the ratepayers may be given the opportunity of considering a scheme for treating the surface of this road with something of an asphalt nature.”
