Like Orbán: “Ukraine in the EU? First, an agreement on the rights of Hungarian minorities living there is needed.”
His predecessor had effectively vetoed it. Peter Magyar’s tones are more conciliatory, but before he drops the ‘no’ on Ukraine’s accession to the European Union, the Hungarian Prime Minister also maintains one of Budapest’s key arguments. “We can accept the opening of the first chapter only if we manage to reach an agreement on the rights of Hungarian minorities,” he said upon arrival in Brussels, where he will meet European Commission President Ursula von der Leyen on Friday.
The main political issue between the two countries, already present during Viktor Orbán’s time in office, which he also amplified given his pro-Russian positions, remains with his successor: the dossier of the Hungarian communities in Transcarpathia, the Ukrainian oblast bordering Hungary and belonging to Kyiv since 1991, is central to Budapest’s position on accession. “Negotiations with Ukraine on the rights of the Hungarian minority in Transcarpathia are ongoing and negotiations are proceeding encouragingly,” Magyar emphasized. But before changing his position, the dossier must be unlocked and the approximately 150,000 people must see their situation improved.
Magyar’s words were softer than Orbán’s talk of “Hungarianophobia,” but the substance remains the same: from Transcarpathia passes the unlocking of Ukraine’s candidacy. The line, therefore, remains essentially the same. Talks between Budapest and Kyiv revolve around an 11-point plan drawn up by the previous government to fully restore the rights of the Hungarian community in Ukraine. And, it should be remembered, the European Union itself considers the protection of the minority to be a key condition for the European path. The so-called “first cluster” includes, among other fundamental themes, the rule of law, alongside financial controls and democratic reforms.
