I think that @merc had it right. This isn't the Galactic FBI. It's the Galactic CIA.
That said, remaining an unturned crook would have made Slippery Jim into a #SciFi version of Simon Templar. And Simon never really got into major jeopardy, either. At least not in the actual novels as I recall.
There was an awful lot of beating people up, murdering them, and pocketing part of their loot in the novels.

Most men wouldn’t have heard the faint faroff stirring in the forest. But the Saint’s ears, attuned by long practise to detect sound that differed from what should be there, picked up evidence of movement toward the cabin.
Lady on a Train (1945) is based on a Leslie Charteris story. Deanna Durbin witnesses a murder from a train window. A lighthearted comic murder mystery with a decided screwball comedy flavour. It’s rather delightful and Durbin is adorable.

The Saint and Mr Teal AKA Once More The Saint is a 1933 collection of three Saint novellas by Leslie Charteris. With some lovely twisty devious sting-in-the-tail endings. This is the second version of Simon Templar, without his gang but with Patricia. Stylish fun.

Found Leslie Charteris’s aunt 殷碧霞 mentioned but absolutely nothing on his Chinese name (other than 殷 being his surname).
Leslie Charteris's The Saint Goes West, a 1942 collection of three Saint novellas. A transitional slightly Americanised version of Simon Templar which for me works less well than the earlier and later versions. But the stories are excellent.
