Larry Hogan continually says, "I'll be an Independent thinker and voice in the US Senate."

Well, then run as an independent.

But he won't. Because he's just another yes man vote for the GOP. The MOMENT he gets to Washington, he's this small fish in a large pond. He's no one. He will vote to ban abortions nationwide and support right-wing justices or whatever Trump wants (assuming he wins too).
