There is a lot of sense in this article, and it is basically what #Greens have been saying for decades (I joined after #Labour's pusillanimous response to the fuel protests of 2000). But the article is a classic trad left analysis, in that environmental aspects are tacked on at the end rather than underpinning a sustainable, equitable and strategic approach.

Also, on diesel: consumer use has been in decline for some time. Areas such as road haulage and farming are particularly exposed.
