Look for the large en_maxi or en_all labeled files if you want to get all the pictures and videos. Its pretty easy to want to download a terabyte. There are also some mirrors that can serve content a bit faster.

I've been using #Kiwix on my phone for the past few days, with the ~48G full-Wikipedia-sans-images, the full Wiktionary, the #ArchLinux wiki and a couple of others, first impressions are pretty positive. Search is a little sluggish to get going but results and click-throughs open quickly. Overall it's faster than web. Feels safer to have such extensive references available without internet for emergencies; similar to downloaded OSM maps. Recommended, give it a try *before* you need it!
I downloded the #kiwix library to search more privatly and because you can also do it offline.

This is essential for people in regions with bad internet, like a refugee camp.

I couldn't find any legal advice, which would be pretty important, apart from a general #StackExchange backup.
