Not a single one secret organization in any Kamen Rider series is good. Particularly, those ones having the main hero working as part of it.
So, C.O.D.E. imho is full of bad people. BUT i don't think Zero is the Big Bad here. I think that part will belong to other CODE agent.
One is seen in the opening credits doing something he doesn't do in the episodes themselves..

On the lighter, pure fun side. New form! I liked more Catastrom, if i'm honest. But given the rules of the story, is a good debut!

This is coming from someone who is frankly, too depressed to enjoy anything these days, somehow I was able to watch all of it.
